CAPITAL OUTLAY COMMITTEE

                                                            MINUTES

 

 

The meeting of the Capital Outlay Committee was held at 7:00 pm in the Selectmen's Meeting room and was called to order at 7:00 p.m. by Chair Paul Linehan.

 

Members Present:

Finance Committee:    Gordon Gladstone and Brian Fitzgerald

School Committee:       Mitch Blaustein and Laura Solomons

Planning Board:            David Milowe and Seth Ruskin

Town Administrator:     Benjamin E. Puritz (ex-officio)

            Corey Snow, Chair (Community Preservation Committee)

 

1.         Administrative Items

 

Approval of October 15, 2009 Minutes

 

VOTED:  (Roach/Blaustein)   Voted unanimously to accept the meeting minutes of October 15, 2009 - Solomons abstained as she was not at the meeting.

 

2.         Discussion & Vote on November Town Meeting Warrant Articles

 

Sharon Middle School Project

 

MOVED by Mitch Blaustein and seconded by Laura Solomons, that the Capital Outlay Committee support Article 5 of the Special Town Meeting regarding the renovation of the Sharon Middle School in the amount of $20,971,173.  VOTED in the affirmative, unanimously. 

 

 

 

3.         Community Preservation Committee Coordination Discussion – Corey Snow

 

Corey Snow, Chair of the Community Preservation Committee gave a background of the Committee and how it works and to see how Capital Outlay projects could be CPC projects.    Mr. Snow stated that there are four (4) community preservation fund allowable spending purposes being 1. Open Space, 2. Historic Resources, 3. Recreational Land and 4. Community Housing.

 

4.                  Other Items

 

William Fowler, Financial Director, distributed the debt schedule spreadsheet.  He explained that the spreadsheet shows all payments scheduled on the bonds from 2010 to 2027 (spreadsheet shows what the debt for future years will look like.) 

 

Gina Maniscalco of the Sharon Standing Building Committee Selection Committee informed Chair Linehan that the Capital Outlay Committee needs to appoint a representative to serve on the SSBS Selection Committee.

 

MOVED by Gordon Gladstone and duly seconded to appoint Mitch Blaustein to be the representative from the Capital Outlay Committee to serve on the Sharon Standing Building Committee Selection Committee.  VOTED in the affirmative, unanimously.
